I am pleased to lend my support to your efforts to secure funding for a national accreditation process. In the current human service environment, organizations must be able to credibly demonstrate their quality and effectiveness in order to make a legitimate case for public support.
As I understand your proposed accreditation process you seek to elevate the quality of service delivery, including and emphasis on demonstrable outcome measurement. I cannot think of a more worthy effort for improving services of your affiliates.
I have been impressed in my dealings with the affiliates of Literacy Volunteers of America. As you know, I had the opportunity to conduct two different training sessions for leaders of literacy organizations � one at our offices here in Alexandria and another at your national conference this year in Charlotte. It is clear that the managers of these organizations see the need for and are prepared to implement measurement of their program outcomes. But they are in need of a comprehensive framework and hands-on training. It is a waste of precious resources for each local affiliate to reinvent their approach to measuring outcomes. This national accreditation effort is a critical role for the national organization to play. I commend you for embarking on it.
